fish will heal? postage delayed and fish half dead

Hi there, twice now a shop has posted me stock.
150 pounds worth, first lot were dead and second time he posted the cleaner shrimp survived 1 out of 3 snails are moving (after 3 days in tank)
I don't know the name of the fish as he's sent me everything I didn't ask for.
Its hard to find stock as I live on an island in the Irish sea
The isle of man
(Famous TT road races held here)

Anyway, this lovely looking fish is 2 ½ inch long, white front body , blue back with black stripe down the sides of it.
If anyone could help me specify it that would be good, but also will this fish survive,
He was less than half alive, gills barely moving.
I acclimated as quick as poss even tho I know the risks involved.
Iv got him in afloating hatchery.
At first I thought hell die like the last one, but within a few hours he was making sure he wasn't lying on his side.
Day 2 he started trying to eat and swim about.
Day 3 he is now happily although not properly swimming about and eating but still stays at the bottom often.
He does look like he's improving but I'm scared of permanent damage.
Swim bladder problems? It looks like it.
He does swim off the deck in the hatchery but almost always swims across the bottom.

Have I any look at saving him?

I won't be buying off this guy again its cruel and expensive.
The fish was in a poly box with one all heat pack. About a liter of water in the bag.
If he sent by next day delivery before 3 it would arrive at my house 20hrs later at most but heatpack was freezing.

With the amount of ammonia and pH drop is this fish internally damaged?
