diatom hair type mixture algae???

Hello, i recently am noticing an issue with this turf like algae on my rocks and background. its in the form of green and brown... also on my sand grows this brown layer which makes everything look ugly. i had a sand sifter goby that used to keep the sand clean until he jumped out.

my nitrates are almost 0 (2) and my po4 are 0 (undetectable). i just changed my rowaphos and that is why my po4's are down to 0. i do a 45 liter water change per week and use sea water mixed with waterwell water.

I also have caulerpa prolifera and chaeto in my sump which should eat any nutrients.

As for lighting a use high powered LED's 6*10W 15000k white and 4*10W 20k blue.
