Chemi-pure blue

Today I just opened a jar of chemi-pure blue. Inside was a bag full of carbon, white stuff and brown stuff. It was already damp and smelled. Should I still use it? Is there a possibility it was already used?

I also have another question, will chemi-pure start leaking phosphate and the other waste if it is used?
