So I add a small HOB filter and started trying to play with it to skim the top of the water. I found having it end about 1/2in under the water it is able to pull down the oil floating on top. The issue is tho I don't know what to use to remove it. Right now I have a filter pad and some carbon in it but it looks like the water is staying just as oily as before I add the HOB.

Turn all your pumps off, let the water come to a complete calm, (no movement),
then "float" a paper towel on the surface to absorb as much as you can. Repeat until clean. This should help to get as much of the oils off the surface.

PO4 is now down to 20PPM but I have sad news my 2 chromis decide to take a trip in to the HOB filter this morning one was fully dead but the other one was still kicking. I decided sticking him in the tank was a good idea and he swam down by the shrimp and the shrimp jump on him and yanked him under the rock.

Well a little update the tank has been doing well NO3 is at 2ppm and po4 is at 15ppm. Still not able to find much info on the white fuzz. The skimmer has been doing well I do think it do better on a little bigger tank
But I do like to over feed and over stock a tank so we will see how well it works I am still using the Red Sea NO3P04 but are only doing half of what it calls for. The biggest thing going on in the tank right now is the star's are taking over this tube. I know not as cool as a 300gal tank but its the small things in life right.

Wow I got very lucky, So today I was doing a water change and just as I filled the tank back up with water all the water started running to that side and started to leak out. I empty the tank as fast as I could and moved it to a different place, I think if I was not around it at that time the tank would have ended up on the floor.

What I had the tank on

And what I had to build for the light tell I can figure out a new place for the tank.

And what it did.

Well i had some aptasia so I got a peperment shrimp. Well the aptasia is gone but today I noticed a bump growing on the side of my shrimp. Looking at pictures and videos it looks like it has a isopod under its skin. Do I need to worry about it spreading to the fish?
