I just built one... extreemly simple!
(1) 5 gallon bucket (1) 1.5" bulkhead (1) 1" bulkhead (1) 1/2" bulk head (1) 1/2" gate valve (3) 1.5" elbows (2) 1.5" MPT adapter (pvc) (2) 1" MPT adapters (2) 1/2" MPT adapters (1) 1/2" slip X hose barb (connect from feed pump) several feet of 1/2", 1", & 1.5" PVC pipe (how much depends on how high you will place it above your tank! Mine is about 22" above the waterline, works great! I will try and take some pictures tonight, maybe even a short video of it in action... All bulkheads installed in the bottom of the bucket. The 1/2" is a feed line from your pump put the gate valve inline so you can adjust the flow thus increase/decrease wave time. The 1" hac piping cemented to it on inside of the bucket reaching to just below the top of the bucket. The pipe extending from the bottom of the bucket stops just short of your water line... This is your safety overflow, incase for some reason the siphon fails to initiate. The 1.5 bulkhead gets an inverted "P" trap glued inside the bucket, the top of the trap will be your desired water line in the bucket just before surge. I went 3/4 high... the bottom gets enough pipe to permenantly submerge an elbow glued onto it. This is key, this elbow needs to stay submerged at all times!

That second link that javatech listed was a good illustration though with that design I would use the proper PVC fittings or bulkheads instead of that goop to seal the bottom of the bucket:

Do you all have problems with bubbles with these surge devices?
