I'm looking at getting into the hobby. Is $20 pretty standard price for frags?

depends on the frag and seller. some can go for a few bucks, others in the hundreds (ridiculous, I know). I started my 220g with frags and have watched them grow into colonies.

What is a PPE? Zoa?
Can you post a photo of the birds nest colony? What size do you consider large size frag?

sorry for the low quality pix. the birdsnest colonies I have (2) are ~the size of a large grapefruit or softball. it grows fast. as for size, I can frag you off a 6" piece with some branches.
my tank is a 220g, so you can get idea from this pix.
