Anyway to set APEX OSC command to start ON first

Every time I setup the OSC command if OSC XXX/XXX/XXX Then on or Then off it doesn't matter it still starts with the outlet in the off state first. How can I make it start with the outlet on first? Any help would be great. I hotwired a broken JBJ auto feeder with a power adapter. Since I can't utilize the apex feed commands without buying their feeder system I want to put the outlet in auto position and immediately turn the feeder on for 15 seconds then stop for a day.
