BH-1000 and surface film

Hi all, I have 60g tank with a BH-1000 protein skimmer. It seems to work well (I get a lot of gunk in the cup) but it does not do a good job at controlling the surface film in the tank. If I point both my MJ1200 and Koralia 1000 at the surface, I can disrupt it sufficiently, but I dislike the excessive shimmer/strobing that level of surface agitation causes (I use a pair of Hydra 26 about 10" above the surface). Does the presence of surface film indicate that my BH-1000 is miscalibrated in some way? Should I consider adding a surface skimming unit like the TOM or a Fluval?
