Algae growth question

So I have one of the things that many here don't like.... a HOB overflow *GASP*. That being said it has so far worked great for my 65. It has however cultivated some algae in the in tank portion of the box. Nothing out of control, and it seems to have reached an equilibrium on growth. It also has not been infesting my tank (I have a little but that was always there so I don't mind).

The question: I don't have a refugium currently, so is this essentially capable of acting as a small one? Is there some benefit to removing it, or would leaving it be just fine?
