Best 55g setup?

what would be the best and least expensive way
to setup a 55 g tall tank for an octopus? i just want
a good environment for the octopus, so decorations
i.e. live rock etc. wouldn't matter to me.. any ideas?

For starters I would read some of the back posts on this subjuct then ask from there if you have questions. This subject has been gone over quite a bit.
