Coralvue T5 retro question

I have a question on the ballast for these. From the description it says "The wiring and electronics are mounted inside a small box that is holding the dual water proof end caps." Does this mean that the ballasts are inside the endcaps? Sorry if that's a silly question, but I always thought that because of heat issues that the ballasts could not/should not be under the canopy.

Ballasts are installed inside the tubular frame that spans the length of the fixture.

I just got this fixture for my seahorse tank so I am very concerned about heat. The fixture actually runs "cold" and I am very happy with it. Of course, I got mine from Aquacave
