Ozone is O3, an oxidizer. Check out these articles:

CLiffnotes version: Like mflamb said, Ozone is a molecule of 3 oxygen atoms. ozone is highly reactive and bonds easily to some other compounds. So when injected into the water, ozone binds to many "bad" molecules in our tanks and are then extracted by the skimmer. thats the very short over-simplified version. those article will be of more help if you're looking for more precise info.

o1 = single oxygen, does not like to be alone.
o2 = oxygen gas, very stable.
o3 = ozone, very unstable.
o3 wants to become o2(more stable) but needs to loose 1 oxygen molecule to something.
Example:
If o3 bumps into an h2(hydrogen gas) then magic happens. o3 transfers a single oxygen to the h2. Then you have o2 and h2o(both very stable).

Its that extra oxygen that wants to attatch to something (Oxidizing).

At least thats what I remember from chemistry 15 years ago.

i had no idea that ozone was the smog and "pollution" so many major cities suffer from! what an interesting article!
we should build big vaccumes that take atmospheric air and pump them trough large bodies of water. that way the extra O molecule will bond with H2 molecules, thereby reducing pollution. haha ive done it! ive solved the worlds pollution problem!

The o3 molecule is very unstable
wants to loose the third oxygen molecule to become more stable but needs something to stick the third two witch is called Oxidizing
after this is done i think your skimmer can pick it up as well as activated carbon
(Not completely sure)

it's also poisonous. it will mess up your lungs if you breath much of it for very long.
