Looks like they use 1watt LEDs, which dont compare much to the 3w cree. I will let someone else answer the rest.

wouldnt the 1W LEDs not be enough for a 23" deep tank?
Also one of their models has 10W LEDs built in?

1 watt LEDs are okay, esp. for actinics. Those 10 watt LEDs are what I would worry about. I do not think there are too many 10 watt LEDs that are worth while after 35,000 hours. Plus, can these be easily changed if they burn out? They are made in China and what does that mean for warranty and repairs?

There are no guarantees of efficiency or even consistency with chinese off-brand LED's. Who knows what spectrum each LED will be compared to the next? Lower-quality components and poor quality control=not something I'd spend money on. Remember, you get what you pay for.
