problem with octx-250

I have a problem with my octx-250 skimmer, every time i shut it down to clean the cup, after restart one of the pumps does not work. I have to twist motor off and reinstall it, then it works. Only one of the two pumps does this every time. Is there a known problem i am over looking?

Restart is a known issue the Sicce psk2500 pumps. I have a 250 x with 2 of those on it. I leave the skimmer running when cleaning the cup. It just overfflows into the sump, no harm done and don't have to worry about restarts.
