Skimmer and Power Outage

I had a power failure today and came home to find that the skimmer had overflowed on startup. I have something wrong in my programming as seen below. Any assistance would be appreciated.

Fallback ON
Set ON
If Outlet Maint_A1 = ON Then OFF
Defer 005:00 Then ON
Defer 010:00 Then OFF
If Power EB8_3 Off 003 Then OFF

Add: If Power Apex Off 003 Then OFF, then do a test by unplugging the EB8. I'm assuming that you do not have an aux 12V power supply connected.

I do have the 12v power supply and it is on an UPS to enable emails to be sent when the power goes off.

I believe it is the Defer....OFF that is causing the problem. Assuming a short power outage, less than the 10 minutes specified, the outlet is never actually set to OFF. So when power is lost on the EB8, the command attempts to change the state to OFF, but the Defer prevents it. If the power outage lasts longer than 10 minutes, it would change the state to OFF. Then when power is restored, the power command would delay and extra 3 minutes before becoming false. At that point the Set ON would prevail. However, you also have a Defer...ON that would impose an additional 5 minute delay. So after a total of 8 minutes past when power is restored the outlet would turn ON.

Building on what Todd said, I cannot see any benefit to the Defer 010:00 Then OFF statement for a skimmer. Is there a particular reason for you to have that?

I had the Defer 10:00 Then OFF for my maint. When I select maint the uv turns off 10 min before the skimmer, pump, etc.
