Sunsun jup-01 UV steralizer question

I bought a setup from guy locally and
There was this sunsun jup-01 uv
13watt sterilizer In the pile of stuff.

I noticed it is missing a blue nozzle
On top that is supposed to be above water
Line...

Do I just toss this in the trash? Can you
Fully submerge this thing? Does it even work?
