Quarantine tank - next steps

All,

I have been cycling my quarantine tank for a week now. I threw in a piece of fish filet (skinned off of course) and took it out last night. While doing so, i noticed a lot of the filet have started to fall off causing it to float around in the tank.

While cycling, should I remove the pieces by doing a water change? or leave it in there as its good for beneficial bacteria?

Just leave it. It wont hurt anything. Just test the water for ammonia

You can do small water changes, I'd say 10% every other week while it's cycling.
Just don't do more than that, if you do then the cycling process will take a bit longer for the bacteria to populate.

You can still test the tank but just leave it until nitrite and ammonia are at zero then do a 20% water change just top it off with freshwater while cycling.
