Question Copper not working?

Had a question regarding a recent issue I'm having with a new batch of fish. Like many others I came the importance of QT after learning about velvet the hard way. Wiped out my 180 DT.

Bought a scopas tang, 6 clowns, and dottyback from a well reputed online retailer. Did tank transfer method (every 3 days X 4) with Prazipro on the 1st and 3rd transfers and used Amquel to pre-empt any ammonia. However, just before the last transfer and then into the last all the fish started displaying symptoms associated with velvet. Flashing, heavy breathing, facing into waterflow. Looked familiar.

Did a 5 min freshwater bath for all and transferred to a hospital tank with treated with Copper Power at 2 ppm based on Hanna checker. Fish recovered over the next two days and appeared much healthier. Now, 10 days in the are still quite happy but I still see the clowns and dottyback flashing every now and again. So I'm wondering if the copper is not working.

I've just scored some Marex with CP and am wondering if I should follow with that. Any thoughts on whether I should worry about the flashing and whether I'm still (or ever was) dealing with velvet? Thanks for any input!
