Probe placement

Should the ph/temp probes be fully submerged, or floated? If floated, at what water level should the bottom of the probe be submerged to?

Also, there is a black plastic cover on the bottom of the temp probe. Should that be removed or kept on?

I have both probes submerged about 3/4 of the way. The black cover on the temp probe stays on.
